What age can a child choose who to live with?CA

State of California. Want to know at what age a child can choose which parent they wish to live with. I share joint custody of three of my kids and they are always very unhappy when it is time to go to dads house. My oldest is 13 and wants to live with me full-time. We live close by her dad and she would see him frequently. It is just a disfunctional environment in his home and I don't like it for my children. Our family counselor says she is at the age to choose...So is she?

Next time you go to court have her write down her feelings, and why she feels the way she does.
