This question is one issue of several in the case.
  1. What rule / law specifies that the first motion filed (lead motion?) must be ruled on before any of the subsequent filings?
  2. What rule / law applies when a judge rules on a motion that was not submitted in the current round of litigation?
  3. Where is the best place to locate cases that cover similar issues?
  4. Maryland Rule 2-522 directs the court to issue a statement of the reasons for a ruling. How do you best state that this has not happened?

In this case, there was a motion for termination of withholding for arrears and the judge ruled on a motion that had been previously filed and ruled upon. It had not been resubmitted and was clearly an error. After that, the judge awarded counsel fees because the defendant (state) stated that the motion for termination was a duplicate - though it was not.
