blocked from opening a bank account

Can another state(in this case Texas) prevent someone from opening a bank account(in California) because of possible child support issues??? In this case the girl lives in Texas with the child, while the alleged boyfriend is in california.there hasd never been any court action taken on the matter as to who the real father is , nor has there been any attempt to contact the alleged dad about this, however when the alleged dad went to open a bank account inCalifornia, the bank wouldnt let him, and instead gave him some papers to fill out which they said would be delivered to the party that put a block on him, frim that point the said party would contact him in regards to the block.the bank would not reveal who put a block on him opening an account!!! is it possible for someone or some agency to do this from out of state and without any court action???? this seems mighty fishy to me...

I have not heard of it....especially if paternity has not been established, tx would have no reason to bother him, maybe they won't let him open an account because of credit reasons? or is he on the "bad check list"?
