What is the name of your state (only U.S. law)? WV

The child lives in Missouri. She is 20 years old, and doesn't live with either parent. One parent lives in IL and one in WV. Does the father have to continue to pay child support?

It depends on a lot of factors that you have chosen not to share. Why isn't the 20 year old living with either parent? Where is the 20 year old living? What do the child support orders say about child support past high school graduation? Is the 20 year old still in high school or is the 20 year old in college? Is the 20 year old not in school and working full time?

In other words, the backstory matters.

When her dad moved out of state (after she graduated high school), she was living with her mom in Missouri. Now her mom has moved to IL and the daughter is living with her aunt. She is in college part time and has a part time job.

Then its all going to depend on whether or not the actual court orders require child support through college. In my opinion, this would count as a temporary absence for school...no different than living in the dorm.
 
If the child is truly living away from both parents and not just for the purpose of attending school then yes, file for termination.
