In California when a case is closed with arrears what all stops.the letter said all collections would terminate does this include

license suspension , garnishment,levy's ?

"all" would suggest.. "all methods".

Unfortunately, if all you're owed is arrears you're so far down on the list as to make you invisible. This does not, however, stop the party from trying to collect via the courts.
