Child support jurisdiction and military working for overseas embassy

Mother of child had custody in New York she is in the military. Father from PA filed for custody of child when mother applied for a position within the army overseas. Custody was given to father July 22nd. child now in PA with father. Father tried to file for child support and New York refused jurisdiction saying she no longer resided in the state. she left NY July 1st. Being told that because she works for Army in overseas embassy and that country is no reciprocating that father has no recourse by which to get child support established

I do not believe that is correct. Serving at a military base or embassy overseas does not make the laws of that country applicable for child support nor give that country jurisdiction. Her employer is the US government and her wages can be easily garnished for child support.
