Is child support owed if mom moves and leaves 17yo son

We are in Georgia. Mom has custody of 17yo son. She recently moved to TN and left son with a 25yo brother. The 25yo said she signed over guardianship, but we found out she only signed a form and had in notarized (no court involved). 25yo wanted us to send child support to him because of the guardianship, we said no because of the divorce contract. Isn't the mom required to raise the child? Can she legally (or not so legally) sign over rights to someone else and still be given child support? We do not believe the 17yo is in school any longer because we were told he is working with brother. Please help.

Dad should petition the court for custody.

Is he still paying the mother support?

Nope.

Yes and no.
We do not believe the 17yo is in school any longer because we were told he is working with brother. Please help.
If he is not in school any longer then petition the court to cease support from the time he became emancipated or have the court emancipate him.
