Yes, there is a limit: three years, or substantial change in circumstances that would result in +/- 15% difference.

The reduction in his income was voluntary. Does AZ consider income potential? The amount he was ordered to pay was based on 5 years of tax returns.

I'm not positive about AZ, but generally it is not allowable to voluntarily reduce one's income and then apply for a reduction in CS. Anywhere.

That's what I thought, but I haven't been able to dig anything up specific to Arizona. I'll check out those links.
