What is the name of your state? NY

My never married ex girlfriend and her parents are moving out of NY. We never signed anything ever except the BC.

Do I pay the state min of 17% if they move out of state?
I dont want them to move.. I could not afford a decent place for them to live if they stayed thats why she wants to go with them.
