What is the name of your state California (only U.S. law)?

I can't get my local dept of child support services to give me services under family code section 17400 and I qualify as a IV-D Client. I am trying to get my local DCSS to open a case for me as I am trying to get child support for my 24 year old disabled son. He is currently receiving SSI but a social security disablity is in admissable in family court it is considered hear say. I have a trial scheduled for Jan 15th and I really want the DCSS to bring the case not me but they are refusing.
