how can a biological father sign over rights
when the court hands him a paper and says, "sign here to acknowledge you understand your are giving up your rights to this child to act in any capacity as their parent."

Up until then, it isn;t happening. A parent cannot simply sign away their rights. A court has to remove their rights.
