how can i terminate child support?

I live in Kansas my ex wife and i came to an agreement that i will pay for my sons college and she doesn't want any money from me i owe 25,000 in back support we both signed and notarized an agreement to terminate support and past due amount! she has never received any money or food stamps from the state we just want the state out of our business. I filed a motion and the judge laughed at me and said the state wants me to pay now if my exwife doesnt want any money how is the state wanting to stay involved any help would be appreciated.
