What is the name of your state? NJ

What recourse do I have when I know I am not a biological father of a
boy; but at the time I signed the birth certificate as the father. How in
the world do I get to request a new paternity hearing; as the State of
NJ is telling me basically they have my money (garnishments) and for me
to get bent
