The age of majority in NY is 18. That means that you're an adult at 18 and can make all of your own decisions.
Of course, that also means that your parents no longer have to give you any money or other support, so I would suggest that you make sure you're completely self-sufficient before taking that step.
The child support is not your issue. If CP is receiving child support, it continues until a court orders it to stop - whether you're living there or not. Now, if you move out, there's a good chance that NCP could get support stopped, but s/he has to go to court to make that happen. And it doesn't concern you, anyway. You don't get the money.
