I am a 100% disabled veteran who is divorced with 2 children, 14 & 16. They recieve payments from me as well as from social security because of me. Neither my ex-wife or I are custodial parents. They live with my sister, who now is the legal guardian, and her husband because I am unable to care for them myself. All of the money they receive is from me. My sister does not claim them as dependents and 100% of the support money goes to the children. My sister and her husband don't take any of it.

Because of my financial support, which is all the money they get, can I claim them as dependents and would my sister sign the form 8332?
