Withholding visits = File contempt .
Filed for CS = either Parent has that right .

If you are being denied visitations as per your rights , you could get CS payments " suspended " during the time of denial of visitations , but you MUST show you have taken steps to DEMAND your visitation rights , such as : Filing Contempt , sending Certified Return receipt requested Letters Of demand , Police reports ( have a cop there when you go to pick the kids up - if the Parent refuses have the cop write a report of the denial ) , Etc .

The bottom line , file contempt for violation of your visitation rights , and use it as a defense against child support payments if or when that is filed .
