Is it possible to have father's rights consensually relinquished if mother is not married in the state of Georgia. Her attorney told her for 1600 he could do it. Father is supposed to send her 800. He received court notice that he owes back pay in the amount of 11,000. She is telling him he will not have to pay that back after he gives up his rights. Is it possible for him to file here in Kentucky? If so is it possible for him to file on his own by receiving the paper work from the county clerk?

Doubtful. Judges generally don't like to make children fatherless...IF it were possible and the 11K is owed JUST to the mother...then yes she could perhaps forgive his arrears. The father should seek the advice of an attorney versed in Georgia Family Law.
