What is the name of your state? CA

How would one go about making this kind of offer and making it legal? What would be a fair percentage? Would adoption by stepparent be required? Has anyone ever done this years after a divorce? Will CA law allow a lump sum settlement? If parental rights are given up can the courts come against me later for additional support or if the child get into trouble with the law?

You are not giving nearly enough info to answer.

Unless the child is very close to emancipation, a settlement won't work. CS can be modified at any time.

If you relenquish your rights someone else must adopt the child. Rights and obligations are two different matters. Your obligation to pay support will not end if you relenquish your rights without someone else adopting the child.
