What is the name of your state (only U.S. law)? California

My ex recently ( two months) changed his state taxes back to California from Montana for a job he was applying for. Previously he had changed it from CA to Montana since Montana doesn't have state taxes. He is military and can list whichever state he chooses as home state for this purpose.

Having switched back to CA he filed for modification of child support since he claims this significantly affected his income? is changing your state taxes status a justifiable excuse? by his pay stub it affect him 199 a month. but isn't CS done on gross anyway?
