Multi-State Support


What is the name of your state (only U.S. law)? SC

My situation is complicated and I don't know if anyone can help. I will put my questions separately.

1. I'm CP in SC, NCP in NC. I am on SSI--current income under $700 a month. Filed for support for one child through DSS (I am not now nor have received any form of welfare) because can't afford a lawyer. I provided father's name, address, SSN, employer/name/address/phone at the time I filed. It took almost 3 years for support to start and it was not retroactive. I was told that's just the way it's done. Is that correct?

2. NCP moved to NYS. NC says case closed there because he has moved. SC has no information because support was out of NC. NYS say same thing. I never got any paperwork, inspite of many requests, even after I began receiving support. I had no knowledge of how much the order was for. It took 2 years before I finally got any paperwork. It showed I was entitled to X dollars, but an amount was subtracted from that for the NCP to provide insurance. It says he was to provide proof to the court that that was done. Insurance was never provided. I repeatedly called and wrote SC support about this. I requested the money so I could provide the insurance. Since the order was not in SC, they had to check on this, but it has never been resolved. I call; I write; I went to a lawyer who wanted $2000. Do you have any other suggestions?

3. One year ago I went to the support unit (which is one hour away) and signed a paper to do a new support order either through SC where I live or through NY where NCP lives. I keep calling and writing. It has not been done. Do you have any suggestions?

In addition, there is a large arrearage--they can't tell me how much. Every year I've gotten a form letter saying the NCP is behind and they will be taking the NCP's income tax refund, but I have never gotten it. This isn't a question, because I guess you can see where I am going.

There is no local legal aid where I can get help. Believe me I have made many phone calls trying to find out what I can do. I've even written my senator and congressman. Posting on here is a shot-in-the-dark attempt at getting more information. Sorry this is so long.
