Did he think it was his child at one point?
Did he sign acknowledgement of paternity?
Was he married to mom at the time of birth?
How long as he been ordered to pay support?

He never thought child was his, didn't acknowledge it, was not with mom at the time & signed nothing.

He is only obligated to pay support ordered by a court for the duration ordered. If the child is an adult, that ship has likely passed except in a few states.

Child support has been requested over 20yrs.
He may discover - horror of horrors! - that his permission and/or cooperation wasn't necessary when it came to naming him as the child's legal father ...

HE should speak with an attorney.
