What is the name of your state?ca

ok here goes:
2 people live together, have kids, raisng them together, but grow apart.
parent (a) was incacerated, parent (b's) sister took 2 kids for a year, collected welfare, etc & neglected the kids. parent (b) picks up kids stops welfare and splits the county. parent (a) gets out cleans up and looks for family. can't find, kids are over 21 now and have been found and now live with parent (a). parent (b) is good friends with parent (a). parent (b) said had to pay back welfare. how can parent (a) find out if anything else is owed?
does anyone have info on this? thanks
