Relinquish Parental rights/Relinquish child support?

A friend of mine had a brief relationship in which the girl became pregnant. She was in a relationship and tried to pass the baby off as belonging to the man she was seeing, going so far as to name the child after him.

Now she is coming after my friend for child support.

If he relinquishes parental rights to the child will he still be responsible for child support? The child is over a year old and he has never even seen her. They live in different states (the child in Kentucky and he in Nevada). Should he file to relinquish in Nevada or Kentucky? Any help would be so greatly appreciated!

If he has never been legally established as the father, he had no rights, nor responsibilities. If this is NOT his child he should deny paternity and demand a DNA test.

If it IS his child, he cannot just relinquish rights.
