Why are some failure to pay cases criminal and some (seemingly) ignored?

What is the name of your state (only U.S. law)? HI

I am just curious.

I saw the 5th degree felony post and the amount the parent owed. That is a lot of money but I've also heard of people owing much more.

So why would one person be possibly thrown in jail while others seem to get off scott-free, neither paying what they owe nor facing consequences for failing to pay?

Thanks.

******

Edited to remove sexist words "man", "men". I realize women pay child support, too - sorry!

Depends on many things...reason for non-payment, employment situation, State law, local trends in sentencing/enforcement, ...the list is literally endless. There's no single reason.
