What constitutes "willful" violation of support?
Willful is when a NCP has the ABILITY to pay court ordered support but does not pay.
Willful includes things like quitting a job in order to avoid CS, working off the books and not paying CS, etc. In a nutshell it is anything that is voluntary.

Willfull does NOT include things like loosing job due to injury or illness, unemployment due to involuntary layoff (providing that NCP is making a real effort to find a job). In a nut shell anything that is not voluntary and is out of NCP's control is not willful.
