Withholding order

What is the name of your state (only U.S. law)? Wisconsin

So over a year ago a county in Wisconsin issued a withholding order for past due CS interest.
This order was ONLY for the past due interest.
Now that the interest balance has been paid, the CS agency will not release the withholding order
and continues to withhold the same amount and they say they are applying the withholding to
the past due Receipt and Disbursement Fees.

The order was only for the CS interest, is this legal to continue the order ?

They can continue to withhold until nothing further is owed at all.
