What is the name of your state (Florida law)?

Hello everyone, I'm Joshua and this is my first post on here.

I have what is probably a unique question for here.
My Uncle ran on hard times and couldn't afford his bills so the City shut off his water. He is back to work and saved up enough to pay off the bill and I noticed that they have been billing him a monthly service charge for the water, sewer, storm water and refuse. The refuse Isn't a problem since they were still collecting it, but the rest doesn't seem right. Is it legal for a utility provider to charge you monthly fees when they've ceased' service?

The only thing I could find on the matter is; Title XI, Chapter 153, ss 12, paragraph 1 and it only says they can shut off service and add interest.

Any help is appreciated.
