What is the name of your state (only U.S. law)? New Jersey

I am currently and have been being harassed by someone for about two year. They keep sending me emails telling me I have to call them. I wish to sue this person for harassment but I am currently out of the country for the next few months. Can my father or someone else sue this person for me? I am 21 years old. Thanks.
