My lawyer wants to sanction the insurance company because they have stopped sending me my checks for a month what does this mean?

I am not a lawyer. But sanctions are penalties of sorts. Sanctions such as monetary, issue, evidence, etc. Your attorney has to ask the court to issue a sanction to the opposing side for not doing something such as not obeying a court order. Do a web search on Delaware court sanctions and it will become more clear.
