impounded car

What is the name of your state? Oregon
I sold a car in 1996 and signed papers for new owner to switch tittle i just recieved a letter saying that it was impounded up in washington and that i owe 1000 some dollars or they'll send it to collections its not my car and i don't believe i'm responsible
please help thanks

Did you file a release of interest with your state at the time of sale? If not, guess who is liable?
