What is the name of your state? CA

The title of this was supposed to be "incompetency in california". Does anyone know what the conditions are to have someone declared incompetent? A friend's sister is 19, has alcohol fetal syndrome, and has previously tested at a 12-year old level with no 'cause and effect' recognition. She is now pregnant. She has gone off to live with the baby's daddy and her parents are very concerned about her welfare, as well as the baby's, and would like to get her back under their roof. Any suggestions?
