What is the name of your state (only U.S. law)? Washington

Isn't there a way to hold landlord responsible/liable for continuing to rent to poor tenants that disrupt the neighborhhod? Tort claim? Has anyone sued a landlord in a civil court for repeated public nuisance code violations of their tenants?
