When suing a govt. entity and allegations are made in the complaint such as "Mr. so and so stated to Mr. you know who that****************************.." and Mr. so and so is THE only one with first-hand knowledge and is readily available, but counsel answers both the complaint and request for admissions with "lack knowledge", how is that considered "inquiry reasonable under the circumstances"?
