Repossessed a car as a private party. Can I demand full payment to return car? How long must I wait before I can resell car?

I am registered owner. Person was making payments to pay off loan. Was to keep insurance on car and not be late on payments. Has been late for three months and has not paid August payment. Also has been driving on a suspended drivers license for about 2 weeks.

Doesn't the legal owner have to sign off the title before a car can be sold?
