In a pre-action stage, to take a full statement from a client concerning his/her case means to take note of what happened in his/her case? So it means someone will take note of what the client talks about her case (what, where, when, how questions) which will be filed?

And I would like to know if a paralegal can give legal advice concerning the strength/weakness of a client's case in a pre-trial stage, too.
