he then beckoned my to fight him on his property.

Why did the neighbor allegedly threaten to harm your dog? What did you or the dog do to instigate the threat? (Someone isn't just going to threaten your dog or challenge you to a fight for no good reason.)

Presumably, if your dog is accompanied or supervised at all times (which it should be), then the neighbor shouldn't get access to carry out the threat. As for a restraining order, I'm not entirely sure that that's necessary or appropriate based on one threat.

More info is definitely needed to assess the situation more closely.
