What is the name of your state (only U.S. law)? Texas
I loaned a friend my truck. He was staying at another individual's house when he passed away. Now, the homeowner in question is refusing to return my vehicle, claiming it is now his. I do have the title. What can I do? I cannot afford the $200+ to file a civil claim.

It doesn't cost $200 to notify the police/sheriff that this person has stolen your truck!


Texas Penal Code Sec. 31.03. THEFT. (a) A person commits an offense if he unlawfully appropriates property with intent to deprive the owner of property.
(b) Appropriation of property is unlawful if:
(1) it is without the owner's effective consent;

Have you asked a dealer if they can make a key based on the VIN? (and the title proving ownership)

But seriously, call the police and ask them to escort you to get your truck back.
