Is it allowed to keep someone's name anonymous if he/she discriminates?

I work in an international school in Europe. Recently the parents took a survey and were asked what they don't like about the school. Once the survey was concluded, the headmaster showed us (the teachers) the results. And apparently one of the parents said that all the teachers who come from Eastern Europe (including me) are communist and should not be allowed to teach.

We asked the headmaster if he could tell us the name of the parent who wrote this, so we may talk to him, but he said that he is not allowed to do that.

But is he allowed to keep the name a secret if the parent writes things like this?
