Cease and desist

I'm not sure if this is the right forum or not.

Recently, my wife and this other guy were debating on youtube, and the other became just plain rude and calls everyone racist and names in every single post. So I made a video about him in which I read the kinds of things he posted and explained why they were blatantly wrong.

Now after some back and forth, he says that he hereby cease and desists me to not make another video about him. Does that even mean anything? I mean if you could cease and desist anyone from doing anything even if what they were doing was legal, then there would be no Pavarotti, and things like "The Obama Deception" would not exist.

Can someone seriously cease and desist you from talking about them or even quoting their remarks that they made on a public forum?

I live in Michigan but am in process of moving to Virginia now.

Thanks for any help.
