What is the name of your state (only U.S. law)? Texas

After meeting the required signatures to submit, the city secretary of the city denied submitting the petition to the City Commission.

What court should I file the lawsuit with? The county, state, or US District? It would be the people (or some) who signed the petition versus the City.
