This deals with quarantine.. can someone refuse to be placed in quarantine without their concent if they have been infected with a infectious disease like smallpox and can do they have the right to denigh treatment?

Yes. And depending on the mental health of the person they may not have a choice in treatment.

Smallpox kills. Many people are not inoculated against it. A person does not have the right to expose others to a fatal disease. In our society the rights of the many at times outweigh the rights of the one.
