what can be done about this?

What is the name of your state (only U.S. law)?

My fiance has a daughter from his ex wife. Since the preliminary trial is not until September they set up a verbal agreement as to the custody of there daughter. When it came time to pick her up from her visit with his ex wife she refused to give her back. Social Services will not do anything because she is the mother and the police wont get involved because it is only a verbal agreement not written. What can be done?????

What does this have to do with civil rights or discrimination?
