Who is responsible?

Florida

While my brand new car was parked in the parking lot of the nursing home I work at,(we were gone due to evacuation) Hurricane Dennis blew the new fence on top of my car causing extensive damage. The fence belongs to a contractor whose property boarders the nursing homes property. My insurance company will pay but I have a $500 deductable, is the contractor who owned and put up the fence responsible? Thanks
