Craigslist fraud?

I just had a question for you guys, it's one that my friend wants to know.

Anyways, he was looking for a job on craigslist, and he have noticed that some people are responding to my resume by saying that he has been given an interview and that he should get a credit report before the interview. They then sent him to their affiliate link in order to make money off of him.

My question is: is it illegal to make a fake company website and offer an interview to someone as an incentive even though that interview is not real?
Can these people go to jail?

We don't like folks passing off a friend or relative for their own problems. In other words, we don't like being BS'd.

2. Why did you delete the part about your state. Did you think it wasn't important? Guess what, it is.
