Are online passport photos a scam?

I'm going to be doing a lot of traveling over the next few years. I'm going to be very far away from civilization or any access to a passport photography venue other than the internet. So my question is of course... are online passport photos legal? Are there any scam sites I should avoid?

I'm a Colorado resident.
