What responsibilities does an non moderated internet forum have to a member regarding ensuring their safety from attacks of other members, members posting their private accounts (emails, facebook) and cyber-stalking?
The site management has been notified on many occasions by a number of affected members, but nothing was done.
What recourse does such member have against the site management, if any?
What is a legal difference between guidelines and rules?

What I've learned.....

Yahoo (CA based) /Facebook keep records (Google does to AND places tracking cookies that if disabled will restrict or disallow usage. Hackers think their safe use offshore IPA's but that is not the case. Linking the acct holder is.
Even if the acct is offshore and the crime is based in US then US laws apply. Faceboook and Yahoo will release activity via police authority (warrant etc). If someone is "spooking" your yahoo account -there are records that if examined could indicate that the accuser is in fact the violator. In fact emails on a closed account (say yahoo) can also be reopened and examined if at a minimum (if the account is old) IPA activity.

and Facebook is moderated

Try posting a nude pic of yourself or something else breaching their contract (the one you did not read and clicked Yes on) and see what happens. US Law supersedes rules or guidelines.
