6d certificates

What is the name of your state? MA

A 6d certificate is required to show the unit is free and clear of debt. Right? Sure.

Well, if a unit owner has a 6 d stating no fees exist, why was this owner assessed $4,000 when he moved in? Hold up! The assessment was for problems that transpired in 2006, the assessment was done in mid 2007...! Sound fishy??
