Add to my condo?

What is the name of your state? What is the name of your state? What is the name of your state? What is the name of your state? Califonia
I am considering buying a condo that has a garage that is directly in front. With no structure above it. This condo is a three bed 2 1/2 bath. We share a wall of the garage with a mirror unit. If we replaced a 2nd story window with a door we could build a room above the garage. Of course the neighbor would do the same to keep uniformity. Two doors away there are a pair of four beds with rooms and balconys above the garage. How do I go about raising the question of adding to my unit. Also an interesting note I am a contractor and noticed the roof joists are on 12" centers ready for weight of a room above.

**A: read your CC&R's and talk with the HOA.
