Air Conditioner & Washing Machines

What is the name of your state? San Leandro, CA

Question #1
I bought a condo earlier this year in January. No where in the CCR's does it say that an air conditioner can not be placed in any of the windows. My neighbor on the 3rd floor has one in his livingroom window. The board has approved my air conditioner to hang out of my living room window but would not give me permission to put one in my bedroom because it faces the front of the building. They permitted me to put a flush mounted only. Is this fair? My bedroom windows face the front of the building. They said the reasoning was because it may make the building look bad should someone want to sell.

Question #2
No where in the CCR's does it state that I can not have a washing machine or dryer in my unit. I recently asked my board if I need permission to have one installed. They told me I could not. Should I take them to small claims and sue them regarding this? I feel they make the rules up as they go and only when it benefits them. I live on the first floor and no one is beneath me.What is the name of your state?
