Amending Condo by-laws

We purchased our villa in 2003 at that time we recieved the by-laws. I carefully reviewed them and proceded to plant a tree in the back yard (other villas had trees) the HOA informed us that we couldn't plant that as they decided at a meeting no more leaf trees in the association. I stated that it wasn't listed in our by-laws, I am not the type to open mouth stick in foot before I think I know what I am talking about. I went to the county court house and they informed me that if it wasn't recorded it isn't legal. Is that right or am I barking up the wrong tree? ThanksWhat is the name of your state? Ohio
